Public Defender’s Statement on Transfer of Former State Cottage of Bichvinta to Russia
The ratification of a resolution relating to the former state cottage of Bichvinta by the so-called parliament of occupied Abkhazia today, December 27, 2023, at dawn, according to which the cottage was handed over to the Russian Federation, is disturbing.
The said decision of the de facto parliament of Abkhazia is a gross violation of the sovereignty and territorial integrity of the state of Georgia and contradicts the Constitution of Georgia. Georgia's jurisdiction extends to Abkhazia, as a territory of Georgia. Accordingly, the state-owned real estate in the Autonomous Republic of Abkhazia should be managed only in the manner established by the legislation of Georgia, as defined in the Law of Georgia on State Property.
The above-mentioned case directed against the state sovereignty and territorial integrity of Georgia is another clear manifestation of the numerous and large-scale practices against the national legislation, including the Constitution of Georgia, which are implemented in the occupied territories of Georgia and for which the Russian Federation bears responsibility.
Against the background of the occupation of Georgian territories, the challenges related to the creeping occupation that is constantly on the agenda and practices against human rights, another attempt by the Russian Federation to misappropriate the state property of Georgia is particularly alarming.
