Public Defender's Statement on Rights of Employees of Public Institutions

The Public Defender once again addresses the issue of labour rights of persons employed in public institutions, including public servants, and explains that any personnel decision made in the public service must fully comply with the constitutional guarantees of labour rights.

In addition, it is of utmost importance to uphold the principle of equality and it is inadmissible to dismiss public service employees due to their openly expressed civil position or opinions.

Since December 2024, based on information spread in public sources, the Public Defender's Office has proactively contacted 41 dismissed persons and provided detailed information on the procedures for case proceedings and how to apply to the Office. It is noteworthy that some of the dismissed persons plan to apply to the court to protect their rights. Some of them have applied to the Public Defender's Office, and at this stage, the Office is examining 8 cases of alleged discrimination in labour relations, which are addressed to 15 individuals in total.

The Public Defender emphasizes the importance of freedom of expression and notes that the positions of the violated subjects and the evidence at their disposal are of essential importance for resolving the case.

Based on the above, in case of discriminatory treatment of employees of public institutions on the basis of a different opinion, please contact the Public Defender's Office.
