Public Defender visited Spain
On 10-13 June 2014, the Public Defender of Georgia, head of the Department of National Preventive Mechanism and a head of the Department of Justice have visited the capital of Spain, Madrid. The aim of this visit was an acquaintance and sharing of successful experience and activities of the Ombudsman of Spain. There were held the meetings with the Ombudsman of Spain, Ms. Soledad Becerril Bustamante, head of the Departments of Migration and Antidiscrimination and a head of the Department of Security and Justice.
The members of delegation have visited Madrid Police Department together with members of National Preventive Mechanism of Spain and learned the conditions of detention, interviewed detainees, visited video camera recordings installed in the police department/detention center. According to the explanation of the members of National Preventive Mechanism of Spain, similar video records are available in all Police Departments and present an effective means ofprevention of false accusation toward the law enforcement officers and ill-treatment.
The members of the delegation of the Public Defender of Georgia have studied the issues of communication and collaboration with NGOs, between the state structures of Spain and Spanish colleagues and practice of fulfillment of recommendations of the Ombudsman of Spain.
The Ombudsman is an important institution of Spain and a strong constitutional mechanism of the protection of human rights.
