Project objectives: To promote the effective protection of human rights in Georgia by institutional strengthening of the Public Defender's Office
Project activities:
- To render technical assistance to the National Preventive Mechanism;
- To retrain the monitors (specialists) of the National Preventive Mechanism;
- To develop guidelines for investigation of complaints and monitoring of the places of detention;
- To develop post-monitoring reporting system;
- To share the practices of the EU countries, which have the best achievements in the implementation of functions of the national preventive mechanism;
- To carry out additional ad hoc monitoring in the places of detention;
- To publish special reports on the monitoring carried out by the Public Defender's Office in the closed institutions;
- To retrain employees of the Department of Justice of Public Defender's Office;
- To develop unified management system;
- To regularly update the legislation and international/regional standards of human rights; to prepare relevant materials;
- The organize annual competition for high school students - "Me-Ombudsman";
- To hold thematic trainings for journalists – on human rights and the mandate of the Public Defender's Office;
- To publish parliamentary reports of the Public Defender;
- To facilitate the creation of the Analytical Department in the Public Defender's Office;
The document agreed with the Government of Georgia: the framework agreement between the Government of Georgia and the European Commission signed on 18 June 2007.
