Public Defender's Representatives Visit Persons Detained at Protests

On November 29, throughout the day, Public Defender's representatives continued to visit citizens detained at the protest. The Public Defender's Office visited a total of 40 people and has already provided information about 11 of them to the public.

During the day, the Public Defender's representatives additionally visited 29 people, 28 of whom are detained. One of the detainees is being held in the Samtredia temporary detention center and others are in Tbilisi detention centers.

Public Defender's representatives visited journalist Guram Rogava in the clinic. According to Guram Rogava, he was performing his official duties at the protest when law enforcement officers physically assaulted him, causing him to lose consciousness. The Public Defender's Office immediately applied to the Special Investigation Service regarding the violent actions taken against Guram Rogava.

Out of the 29 persons visited, 23 persons indicated that they had been ill-treated (7 persons do not wish that their case be responded). According to the majority of them, they were physically assaulted by police officers during the arrest. Some of them also indicated verbal abuse by law enforcement officers. Some of the detainees had visible physical injuries, for example, one detainee had multiple injuries to his head, another detainee had an injury to his face, near his right eyebrow.

According to some of the detainees, they were detained by employees of the Special Tasks Department of the Ministry of Internal Affairs, who then handed the detainees over to other employees, who also did not have any insignia, and after that they were handed over to patrol police officers. The patrol police took them to the administrative building of the police, where they drew up documentation on their administrative detention. According to some of the detainees, the detainers indicated false data, in particular, those police officers who did not actually detain them.

For years, the Public Defender's Office has been pointing out the aforementioned harmful practice of the detention of citizens during protests, which constitutes a gross violation of administrative procedural norms and creates the basis for misleading the courts.

The Public Defender's Office, within the scope of its competence, will make legal response to each fact by informing the authorized agencies and conducting further monitoring of the investigation.
