Analysis of Femicide and Attempted Femicide Cases - 2022

This special report was prepared by the Public Defender's Office of Georgia as part of the femicide monitoring mechanism. The report analyzes cases of femicide and attempted femicide that occurred in 2022, including cases where acquittals were issued in possible femicide attempts. The analysis reveals that, despite some progress, significant challenges remain in the proper administration of justice.

The monitoring results indicate an improvement in the identification of gender-related aspects in femicide and attempted femicide cases. However, in some instances, both during investigation and in court, recognizing and categorizing the crime as gender-motivated remains problematic. Additionally, inadequate risk assessment at the court stage continues to be an issue, which, in certain cases, has failed to prevent the most extreme form of violence—femicide.

In 2022, a notable issue emerged: many victimized women refused to testify against family members, even in cases of severe violence. This underscores the urgent need to prioritize the involvement of witness and victim coordinators in attempted femicide cases and to ensure that adequate psycho-emotional support is provided to female victims.

We hope that the findings and recommendations presented in this report will be taken into account when planning and implementing state policies aimed at combating femicide.
