First Deputy Public Defender Participates in Discussion on Implementation of Recommendations of Committee of Ministers of Council of Europe
On November 25, 2025, First Deputy Public Defender Tamar Gvaramadze, on behalf of the Global Alliance of National Human Rights Institutions (GANHRI) (as a member of the GANHRI Bureau), participated in a seminar organized by the Human Rights Committee of the Council of Europe. The event discussed the implementation of the recommendations of the Committee of Ministers of the Council of Europe on ombudsman institutions and national human rights institutions.
Tamar Gvaramadze, in her speech, spoke about the Paris Principles, explained their essence and the minimum standards established for the institutional independence, effectiveness and impartiality of national human rights institutions. She discussed the methods of implementing the accreditation system and the formal and institutional opportunities for accredited institutions to be included in the system of international protection mechanisms operating under the auspices of the UN.
On behalf of GANHRI, she presented recommendations aimed at strengthening cooperation between national human rights institutions and the Council of Europe. She also reviewed the mandate and cooperation practice of the Public Defender of Georgia, which connects the institution with various mechanisms of the UN and the Council of Europe.
In parallel with the seminar, on November 24 and 25, the First Deputy Public Defender held bilateral meetings with representatives of the Office of the Council of Europe Commissioner for Human Rights and the Congress of Local and Regional Authorities, the Director General of Human Rights and Rule of Law (DGI) and other representatives of the Directororate, as well as the Programme Coordination Director.
At the bilateral meetings, Tamar Gvaramadze spoke about the human rights situation in Georgia, the amendments made to the Georgian legislation on the realization of freedom of assembly and expression, responses of the Public Defender's Office to high-profile cases, and issues of cooperation with the Council.
