Presentation of Report on Human Rights’ Situation of Internally Displaced and Conflict Affected Individuals in Georgia

On April, 30, 2014, the Public Defender of Georgia held a presentation of the Report on Human Rights’ Situation of Internally Displaced and Conflict Affected Individuals in Georgia.

The report overviews the new law of Georgia of “Internally displaces persons from the occupied territories, accommodation and refugees of Georgia“, which is closer to the international standards than its predecessor.

According to re –registration data of refugees conducted in 2013, in his monitoring were involved the Public Defender of Georgia with different international and local NGOs. According to the monitoring, various problems were identified, but this whole process should be assessed positively.

Before the returning of IDPs to their places of permanent residence, the priority of State is their long-term housing and the facilitation of their socio - economic integration. There are IDP collective centres which not only fail to comply with the minimum living standards, but are even hazardous to health.

Like the process of privatization of the living space of IDPs, i.e. handing over the space in ownership to IDPS is still very slow; it is one of the very important forms of long-term accommodation.

The main problem of the villages adjacent to so called ABL (administrative border line) is a security, there are frequent detentions of Georgian citizens by the Russian or South Ossetian border-guards, the socio-economic problem of the residents of the villages is a poor quality roads, realization of harvest. In 2013, as a result of wire entanglements’ process, various villages cut off the agricultural lands, and several homes have remained on the occupied territory. The cration of Temporal Governmental Commission is positive step for reacting on the needs of residents of the villages adjacent to so called ABL (Administrative Border Line).
