2024 Report of Public Defender’s National Preventive Mechanism

The report of the National Preventive Mechanism presents the results of preventive visits carried out by the Special Preventive Group throughout the year, along with an assessment of the implementation of the previous year's recommendations, and reviews the current situation of torture and ill-treatment in penitentiary institutions, bodies subordinate to the Ministry of Internal Affairs, small group homes and facilities for persons with disabilities, and the protection of human rights in general.

In addition, the report provides an analysis of state policy and legislation and assesses the implementation of obligations under the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.

The task of the National Preventive Mechanism, as part of the global system for the prevention of torture, is to identify risk factors for torture and other cruel, inhuman or degrading treatment or punishment and to develop recommendations for their elimination.

The 2024 report of the National Preventive Mechanism is an important document for assessing the situation of human rights in places of detention, deprivation and restriction of liberty.
