On September 24 and 25, 2025, the Public Defender's Special Preventive Group paid a preventive visit to the Psychiatric Hospital of LLC Center for Mental Health and Prevention of Drug Addiction. The purpose of the preventive visit was to study the situation in terms of protecting patients from ill-treatment. The visit also assessed whether patients have access to legal remedies, medical care and other services, and whether the conditions of their placement comply with international and national standards.

It should be noted with regret that compared to previous visits, the situation in the institution has deteriorated further. Patients receive psychiatric care mostly against their will, in an extremely depressing, chaotic and tense environment, and they are not even allowed to go out, even for an hour in the fresh air. In addition to overcrowding in the wards, sanitary problems, lack of staff and activities, patients also face risks related to violence and physical safety.

The report analyzes specific challenges characteristic of the institution, and therefore offers recommendations tailored to the institution.
