Monitoring of State Programs from the Perspective of Disability Rights Protection

The present research reflects the monitoring results of the component within the framework of the project for strengthening the capacity of the Center for Disability Rights implemented under United Nations Development Programme on Access to Justice and Human Rights Protection, covering the period from 13 August to 29 October 2012.The aims of this small-scale research carried out in the form of monitoring were to oversee the protection of disability rights in the process of implementation of state programs by various state bodies; to assess whether the inclusion of persons with disabilities in these programs took place on equal basis with the rest of the population; and to detect the signs of discrimination due to differences at starting positions. Also, the monitoring aimed to research the level of awareness and accessibility of persons with disabilities to these programs and analyze their practical application to persons with disabilities. The UN Economic and Social Council consolidated the abovementioned research topics under one theme – Mainstreaming Disability Issues, and turned the latter into the action plan for the UN Member States.
