Implementation of the National Action Plan on Women, Peace and Security – Results of Monitoring
The report offers the results of the monitoring of 2012-2015 State Action Plan for implementation of UN Security Council Resolutions ## 1325, 1888, 1820, 1889 and 1960 on “Women, Peace and Security”.
A main source of monitoring performance of the National Action Plan was assessment of activities of institutions responsible for implementation of the Action Plan. Public Defender’s Office, as a human rights defending institution, focused on impact of the Plan and compliance of goals with the implementation outcomes.
Focus group meetings with women from IDP compact settlements and pre-occupation border zone were held in the framework of monitoring; those women spoke about their problems and needs. Pressing issues, which might affect women’s rights and their enjoyment were raised and discussed during the meetings.
Monitoring results showed that the National Plan has not affected the population with special needs in this regard. Women residing in villages adjacent to occupied territories and compact settlements face lots of problems; however, a deficit of protection or rehabilitation measures is evident.
According to focus group results, in order to create a better National Action Plan, participation of all responsible agencies is important, including first of all those locally involved in activities for they know the needs and defect the best.
In the future it is necessary to analyze problems faced by women and girls from regions close to the occupied territories; it is necessary to revise state resources, allocate relevant budget and only then design the Action Plan to reflect principles of the Resolution 1325 and followed Resolutions of the UN Security Council.
