Analysis of Femicide and Attempted Femicide Cases - 2023

The present special report was developed by the Public Defender's Office of Georgia within the framework of the femicide monitoring mechanism. The document analyzes femicide and attempted femicide cases that occurred in 2023.

The analyzed cases still reveal shortcomings in determining the sign of gender, both at the investigation and trial stages. In some cases, the conclusion of plea bargain and the improper assessment of risks by the court in cases of preceding violence remain a problem.

A trend has emerged that women do not report preceding violence to law enforcement agencies, in most cases. As in previous years, the analysis of acquittals shows that affected women continue to refuse to testify against their family members, which indicates the need to take substantial steps to gain women's trust and improve support services.

We hope that the findings and recommendations presented in the report will be taken into account in the process of planning and implementing state policies against femicide.
