The Public Defender addressed the Mayor of Kutaisi with a recommendation regarding provision socially vulnerable T. GH. with shelter.

T.GH.’s family do not have a house and together with a child are found refuge in a house which is unsuitable for living and someone else’s property at that and in future they may find themselves out. In the words of T. GH., he/she has applied to the self-governing body of Kutaisi with a request to provide a shelter for them but in vain.

The family is registered in the general database of socially vulnerable families of LEPL Social Service Agency of the Ministry of Labour, Health and Social Affairs, but as of today, social benefits have been suspended for them. Accordingly, the family has no source of income at all.

The state has delegated its obligation to provide persons left homeless with a shelter to local authorities. Thus, special responsibility toward homeless families lies with the local authorities.

Since T. GH.’s family cannot independently provide necessary minimum conditions for decent living and this puts their health and lives in danger and they need immediate and effective assistance from relevant state agencies.
