Recommendation to the Chief Prosecutor of Georgia, Murtaz Zodelava
In accordance with Paragraph C of Article 21 of the Organic Law of Georgia on the Public Defender of Georgia, the Public Defender of Georgia has addressed the Chief Prosecutor of Georgia with a recommendation to launch an investigation into the fact of beating of citizen Giorgi Kavtaradze.
On July 4, 2012, a representative of the Public Defender met and interviewed citizen Giorgi Kavtaradze who is hospitalized in the Respublika multi-profile clinic of Zugdidi. According to Kavtaradze, on July 3, 2012, he was together with his friends in the village of Anaklia, on the area adjacent to the summer camp, where they had decided to stay for the night.
According to G. Kavtaradze, in the night hours, a police car approached them, and three persons got off it. One of the police officers asked him to show him the documents for the car and his driver’s license. After he had shown the documents, the police officers demanded that Kavtaradze take an alcohol breath test, after which they put him in the police car together with his friends and took him to the Anaklia police station. According to G. Kavtaradze, he and the persons who accompanied him were placed in the same room. Kavtaradze asked a police officer not to impose an administrative fine on him, since he had already been subjected to an administrative penalty. Due to this, the police officer assaulted him verbally and physically. In particular, he him hit him with his hand in the area of the left eyebrow, after which Kavtaradze felt dizzy. According to Kavtaradze, the police officers also assaulted his friends verbally and physically.
Kavtaradze said that he had difficulty talking after the incident. According to the entries made in the medical card, Kavtaradze was in a nervous condition when he was taken to the medical unit and bore scratch injuries in the areas of the head and chest. He was diagnosed with brain concussion.
