Public Defender’s Communication to Council of Europe’s Committee of Ministers on Execution of ECHR Judgements on “Identoba Cases”
On October 19, 2023, the Public Defender of Georgia submitted a communication to the Committee of Ministers of the Council of Europe concerning the execution of judgments of the European Court of Human Rights relating to the cases of the “Identoba Group”.
The Public Defender's communication responds to the recent decision of the Committee of Ministers relating to the execution of the cases of the “Identoba Group” and the action plan submitted by the Georgian authorities, and assesses the general measures taken to execute the judgments. In particular, the following issues are discussed in the communication: the statements of a homophobic nature, the violent disruption of the Pride festival on July 8, 2023, the shortcomings in the investigation and prosecution of hate crimes (including the events of July 5, 2021), production of statistics on hate crimes, and the neglect of the LGBT+ community in the new national human rights strategy.
