Statement on the United National Movement Demonstration Planned for March 21
The Public Defender’s Office of Georgia will conduct monitoring of a demonstration organized by the United National Movement in Tbilisi, on March 21, 2015. Mobile groups composed of representatives of the Public Defender’s Office will monitor possible violation of human rights during the demonstration that after appropriate examination will be followed up with relevant responses.
On Saturday, March 21, persons who will believe that they have become victims of encroachment on human rights or have witnessed alleged cases of violation of human rights will have an opportunity to call on a hotline of the Public Defender‘s Office - 2 913814/15.
Freedom of assembly/manifestation is safeguarded by the national legislation - the Constitution of Georgia, the Law of Georgia on Assembly and Manifestation, and number of international acts, including the article 11 of the European Convention for the Protection of Human Rights and Freedoms and the article 21 of the International Covenant on Civil and Political Rights.
The state has an obligation not only not to get involved in realization of the right to assembly and manifestation but to promote its fully-fledged implementation. The state is obligated to protect participants of a peaceful assembly from a person or a group of persons who attempt to interfere with the demonstration.
