The 2019 report of the National Preventive Mechanism reviews the situation of torture and ill-treatment at places of deprivation of liberty. Special attention is paid to penitentiary establishments, territorial bodies of the Ministry of Internal Affairs and psychiatric institutions. The report presents the challenges and progress in all three areas.
