Report on Visit to Penitentiary Establishment No. 8
On June 4, 5, 6, 11, 12 and 28, as well as on July 2, 3 and 4, 2024, members of the Special Prevention Group of the Public Defender of Georgia made preventive visits to Penitentiary Establishment No. 8. The purpose of the preventive visits was to study the rights situation of adult prisoners and evaluate the implementation of the recommendations issued in previous years.
The first part of the report reviews the situation of torture and ill-treatment at the facility, including the practice of the use of solitary confinement and de-escalation cells and and full physical examination of prisoners. The second part of the report analyzes the risk factors of torture and ill-treatment, and the third part is devoted to persons in vulnerable situations.
This report is based on the on-site assessment made during preventive visits; information received from documentation produced in the institution, including medical documentation; results obtained from individual and confidential interviews with staff and prisoners. The report also uses official statistical data.
