Opinion of the Public Defender of Georgia addressed to the Committee of Ministers of Council of Europe
Public Defender of Georgia presented a written communication document to the Committee of Ministers of Council of Europe on December 7, 2017. The communication addresses the ongoing process of execution of general measures derived from so called “Tsintsabadze group” and “Identoba group” cases against Georgia.
The document represent a special report by the Office of Public Defender regarding the practice of the general inspectorate bodies of the Prosecutor’s Office, Ministry of Internal Affairs, Ministry of Corrections, and State Security Service of Georgia concerning the complaints submitted by civilians. Public Defender highlights the main flaws of aforementioned bodies in the process of investigating complaints and some primary recommendations to improve these practices.
