Public Defender's Recommendation on Problems in Brotsliani Charity House
On March 21, 2017, the Public Defender of Georgia addressed the Ministry of Labor, Health and Social Affairs of Georgia to take necessary measures for solving the problems of the Brotsliani Charity House (non-commercial legal entity).
During the ad hoc visit to the facility, representatives of the Public Defender’s Office checked the implementation of the subprogram of the community organizations and the observance of the requirements of Minimum Standards for Older People and Persons with Disabilities in Daily Specialized Institutions.
The examination revealed that the service is not delivered in an environment oriented to beneficiaries; the service is not tailored to individual needs; sanitary conditions and safety are not protected; proper attention is not paid to the beneficiaries' health; their social activity is not promoted; the negative practice in terms of management of complex behavior needs to be immediately changed.
Given the abovementioned problems, the Public Defender called on the Ministry of Labor, Health and Social Affairs to ensure appropriate human rights-based service in the Brotsliani Charity House in compliance with the requirements established by the national standards, as well as active involvement of social workers for the delivery of appropriate service to the beneficiaries.
Finally, effective measures must be taken to properly implement the rights of the beneficiaries of the facility and to satisfy their complex needs. It is of special interest to eliminate the practice of placing vulnerable persons in the services that cannot provide their basic health and social needs.
