On June 19-20, 2025, the Special Preventive Group of the Public Defender of Georgia conducted a preventive visit to the inpatient units of the psychiatric department of the Open Heart - University Hospital LLC. The purpose of the preventive visit was to study the situation of the protection of patients from ill-treatment in the psychiatric inpatient unit. The preventive visit also assessed whether patients had access to legal protection guarantees, medical care and other services, and whether their accommodation conditions complied with international and national standards.

The report is based on an on-site assessment of the environment during a preventive visit, information received from medical and non-medical documentation, interviews with staff and patients, and officially requested information.

The report analyzes specific challenges of the facility and, therefore, offers recommendations tailored to the facility, the implementation of which will significantly improve the protection of the rights of patients in the hospital. The situation in the facility, in turn, is a reflection of systemic problems, which are described in the reports of the National Preventive Mechanism.
