Statement on the Political Participation of Women

Public Defender of Georgia expresses his concern on the decrease of experiences in the rate of participation of women in the political life of the country and the absence of progress towards this direction.

The results of local self-government elections of 2014 revealed the acuity of the problem, in which the percentage of the representation of women was 11.1%; as well as the changes of the Cabinet of the Ministries, a presentation of women is not envisaged. According to the recent changes, the percentage rate of the participation of women in the cabinet of ministries will reduce from 21% to 16%, because from 7 candidates presented yet none of them is a woman.

It should be noted that the political system which excludes or does not promote the equal participation of both gender representatives in the decision-making process, cannot be considered as legitimate system. It is important on the way of democratic development to use the experience and knowledge of women and opportunities for establishment of the principle of justice and equality, it is difficult to talk about the mentioned, when 53% of the country's population is women, but their voice in the decision-making process is not reached up to 20%.

In spite of the obligations under international and national documents, there are no active steps made towards women’s political participation in the decision-making process in the country. The recent events have once again highlighted us the problems and challenges in the field of women's rights where the legal mechanisms are not enough.

The recommendations on the participation of women in political life are more attentive in the parliamentary reports for 2012 and 2013 of Public Defender of Georgia without foreseeing and recent findings raises concern and a feeling of hopelessness.
