On March 4, 2015, the Public Defender of Georgia addressed the Chief Prosecutor of Georgia with a proposal to start investigation into an alleged fact of ill-treatment of convict O. G. placed in the penitentiary establishment N8.

According to the convict, on February 18, 2015, inspectors and security officers of the legal regime of the establishment N8 of the Penitentiary Department took him to a solitary division of the administrative building where he was stripped down and searched, then taken to a de-escalation room where he was again searched after which - physically and verbally abused. According to the convict, the staff of the establishment N8 of the Penitentiary Department inflicted physical damage to his front surface of the shoulder girdle with a lit cigarette while simultaneously mocking him.

When representatives of the Public Defender of Georgia visited the convict in the establishment N8 they noted a trace of damage of oval form on front surfaces of O.G.‘s both shoulder girdles.

The Public Defender of Georgia believes that the Prosecutor’s Office Should immediately start and conduct investigation into the alleged fact of ill-treatment of O.G.; to promptly conduct medical forensic examination to determine degree, nature, age, origin and progress mechanism of the damages on the body of the convict; also, to promptly acquire video recordings depicting the above-mentioned fact.
