Public Defender Calls on Chiatura Administration to Observe Principle of Equality when Developing Social Programs for Persons with Disabilities

On September 25, 2017, the Public Defender of Georgia addressed Chiatura municipal administration with a recommendation and urged to allocate financial assistance to all persons with sharply expressed disabilities living in the municipality in order to help them pay taxes, as they do in relation to blind persons.

The applicant organization Partnership for Human Rights pointed out that according to the order of Chiatura municipal assembly of 15 March 2017 about Approval of Rules of Issuing and Receiving Social Assistance from Chiatura Municipality Budget, blind persons registered in the municipality get social assistance from the municipal budget to pay communal taxes.

In the recommendation, the Public Defender noted that people with other sharply expressed disabilities may have the same financial needs as blind people. Consequently, the municipality's decision is not proportionate to the legitimate aim and unjustly excludes other persons with sharply expressed disabilities from the list of beneficiaries of social assistance.

The Public Defender also urged the Chiatura municipal administration to elaborate criteria for defining target groups of social assistance on the basis of the principle of equality.
